Local authorities have been given permission to make awards for over 16's under the Local Education Authority (Post-Compulsory Education Awards) Regulations 1999 provided that they take up powers to either:
Make no awards;
Make awards to specified categories;
Make awards to all, subject to having a policy in eligibility.
In March 2006 the Board of The Learning Trust (TLT) resolved to continue with its current policy and to take up the power to make no new awards for over 16's as provided for under these Regulations.
