Children and young people in public care are often referred to as ‘looked after children’ (LAC). Local authorities have a duty to promote the educational achievement of children in care as part of their corporate parenting responsibilities. The White Paper Care Matters : Time for change (2007) puts an emphasis on improving the outcomes for children and young people in care. Designated teachers in school play a key role in raising their attainment.
