Every Child Matters - Children's Services
Every Child Matters - Change for Children sets out a vision for the transformation of children's services across traditional agency boundaries leading to better services focused on ensuring improved outcomes for all children with an emphasis on early intervention and personalised support for those in need.

The Children Act 2004 set a duty of co-operation for services involved with children to work together in a joined-up way in order to improve the five outcomes that matter most for children and young people.

These outcomes, which were identified through extensive consultation with children and parents/carers, are:

  • Being healthy - enjoying good physical and mental health and living a healthy lifestyle

  • Staying safe - being protected from harm and neglect

  • Enjoying and achieving - getting the most out of life and developing the skills for adulthood

  • Making a positive contribution - being involved with the community and not engaging in antisocial or offending behaviour

  • Economic well-being - not being prevented by economic disadvantage from achieving their full potential in life
